Issues and Options Consultation

The Site Specific Policies and Proposals Document will allocate land for housing, employment, retail, open space, gypsy and traveller site(s), and affordable housing.  As well as proposals for the allocation of land for specific types of development the document will also provide clarity on the timing of land releases and the mix of uses which will be required on particular sites, particularly the larger allocations where there will be a requirement for significant infrastructure to support the development.  In addition the document will also review Settlement Boundaries in the District in line with the Core Policies contained within the Core Strategy and Development Control Policies Development Plan Document

Over the months of March and April, landowners and developers were invited to submit sites that they wished to be considered for allocation in this document.  Over this period Breckland received over 650 proposed sites from landowners and developers.  The amount of land promoted to the Council far exceeds the land required to deliver the development needs of the District set out in the draft Core Strategy.  It is the Council’s intention to consult on all of the proposed sites to ensure an informed decision is made when short-listing the sites for allocation in the final draft of the document.

The consultation aims to get the views of the public and key stakeholders on sites that have been proposed to Council by landowners and developers.  The consultation also seeks views on other site specific policies, such as potential retail redevelopment locations, potential open space areas and options around amendments to settlement boundaries. 

How to Comment

The best way to comment on the content of this consultation and the sites proposed is using this online consultation document. 

Before you can make comments you will need to ‘log in’ or ‘register’ if you have not previously done so.  Registration is easy and all we need is a few contact details.  To register to make comments, please click the link on the left hand side of this page and follow the instructions on-screen.

Once logged in, you can access the various sections of the document on the left hand side of the page.

Commenting on Sites promoted to the Council by Landowners and Developers.

Sites promoted to the Council can be found in Section’s 8, 9 and 10 of the document

Section 8 contains sites that the Council consider to be ‘conforming with’ the emerging Breckland Core Strategy.  The sites can be viewed by settlement by clicking the plus (+) button next to the section title.  To add your comments on a particular site click the ‘add comments’ button above the green box at the bottom of the page and follow the instructions that appear.  Please make sure you type in the ‘Land Rep Reference’ that relates to the site to which you are commenting upon carefully to ensure we know which site you are referring to.

Section 9 outlines the sites which the Council consider to be ‘not in conformity’ with the emerging Core Strategy but are located in potential locations for growth if the Strategy were amended.  These sites can be viewed and commented upon in the same way as described above.

Sites promoted by landowners and developers which the Council consider to be ‘Unreasonable sites’ in the delivery of the emerging Core Strategy are found in Section 10.  The sites in this section are presented in tabular format.  Maps of the sites can be found here: http://www.breckland.gov.uk/environment/planning/planningpolicy/sitespecific/ldf_site_submissions.  To make comments on any of the sites identified in the table, click the ‘add comments’ button above the green box at the top of the page and follow the instructions that appear.

Commenting on the Content of the Document

You have the opportunity to comment on items in Section’s 6, 11 and 12.

The questions in Section 6 give you the opportunity to comment on the criteria for assessing sites.  The questions are found in yellow boxes towards the bottom of the page.  To add comments click the ‘add comments’ button above the yellow box and following the instructions that appear.

Section 11 outlines sites that have not been promoted to the Council by the landowner or developer.  These sites consist of potential allocations for open space and retail uses which the Council would like your views on.  Throughout the section there are pink and orange boxes where you can add your comments on the identified sites.

Section 12 gives you the opportunity to comment on 8 options surrounding the review of Settlement Boundaries.  These options are contained within blue boxes and you can make comments on them by clicking the ‘add comments’ button above the option on which you would like to comment on.
